The name change is free, if your name is not compatible to gtaT and sa-mp (other letters then A-Z, a-z, 0-9,_, or longer than 16 letters inclusive gangtag).
If not the namechange will cost one gtat coint you have at default.

It would be good if you check here if new nickname you want to change to already exist.

if you have a dot in your name, you can not play on the GTA:T server.

this was however posted in may 2008, i dont know if its still not possible but its worth a try
